Kunming is offering 300,000 yuan as settling-in allowance to overseas "innovative" talent who is willing to work in Kunming. Besides, the government will work out favorable policies for these overseas "innovative" talents. At the same time, Kunming government will extend awards, which could amount to 500,000 yuan, as scientific research funds to imported overseas top-notch research team.

Enterprises that employ the highly skilled overseas personnel will win the secured loan of 2 million yuan, according to Kunming Bureau of Science and Technology.

The municipal-level research and development funds in Kunming should be no less than 100 million yuan for a year. And at least 500 million yuan will be put into "innovative" research during the twelfth Five Year Plan (2011-16). The identified "innovative" pilot enterprises at both provincial level and national level will be awarded 100,000 yuan and 200,000 yuan respectively.
