On Oct. 25, Zhao Xuefeng, the Deputy Secretary of the Party Working Committee and the Deputy Director of the Management Committee of Yunnan Dian Zhong New Area, held a meeting with Wang Yuan, the Party secretary of Xiangyun County. Both sides exchanged views on the construction of the "talent highland" and "scientific research highland".

Before the meeting, Wang led a group of students from a special training class on optimizing the business environment of Xiangyun County to visit the planning exhibition hall of Yunnan Dian Zhong New Area, Zhongguancun BEZ (Kunming) Technology Industrial Park, "Yunyanju" Talent Condos and Smart Party Building Experience Center of Taxation Bureau of Yunnan Dian Zhong New Area. During the trip, they studied the experience and practices of Yunnan Dian Zhong New Area in Party building, industrial cultivation, and optimizing the business environment.

Zhao noted that after the Science and Innovation Service Center of Yunnan Dian Zhong New Area putting into operation, the Management Committee of Yunnan Dian Zhong New Area and the Science and Technology Department of Yunnan Province will jointly create a highland of scientific and technological innovation in Yunnan with the headquarter of Science and Innovation Service Center opening to South Asia and Southeast Asia as the “fulcrum”. This helps promote Yunnan to become a regional science and technology innovation center with intensive technological exchanges, mutual sharing of scientific and technological achievements, and continuous expansion of science and technology.

Zhao said that with the coordination of the Talent Office of the CPC Yunnan Provincial Committee, Yunnan Dian Zhong New Area would construct a "talent highland" to build the talent-innovation community of Yunnan to promote the provincial and regional talent cooperation so as to offer effective talent support for Yunnan modern industrial system construction. Yunnan Dian Zhong New Area invites Xiangyun County and other areas in Yunnan to introduce talents and projects to the "talent highland" to push forward the construction of "talent highland" together, achieving win-win cooperation and sharing outcomes of development.

Wang said that as a significant part of Yunnan province's opening to South Asia and Southeast Asia, Xiangyun County focuses on its development position as a city of regional industrial center with a population of over a million and an economic output of over a hundred billion in Yunnan province and an advanced manufacturing center, an international port of commercial services and a city with the integration of industry in Dali Bai Autonomous Prefecture and pays more attention to building modern industrial economic system. Xiangyun County hopes to strengthen the cooperation with Yunnan Dian Zhong New Area in talents, scientific research, and projects to facilitate speed up the green industrial development and establish a new modern industrial system to inject new energy into the high-quality development of economic society.
